JOB DESCRIPTION
SOS International, LLC (SOSi) is seeking a Program Manager to work in Kuwait.  The Program Manager (PM) has authority to act on behalf of SOSi, to execute the OMDAC-SWACA contract will have responsibility for the overall effective management and allocation of the personnel and resources necessary to meet all contract specifications, and reports directly to the SVP of Operations. The PM is knowledgeable and experienced in all aspects of project operations defined by the PWS. The PM is physically co-located with the Signal Brigade Headquarters (currently located at Camp Arifjan, Kuwait). The PM performs overall managerial duties necessary for the successful performance of OMDAC-SWACA. The PM provides direction and guidance to Country Managers for Afghanistan, Kuwait and Iraq as well as the Southwest Asia Cyber Center (SWACC) Manager. The PM is the Government’s primary point of contact designated AOR (area of responsibility) by the company to work with the ACO, Government Contracting Officer (KO) for the day-to-day operation and maintenance (O&M) of each requirement and installation (site) where Contractor personnel are located. The PM must be reachable by the KO/COR at all times.

1. Oversees development, implementation and application of operations maintenance and management control procedures for OMDAC-SWACA. Ensures quality standards are applied to all levels of the work and measured for effectiveness. 

2. Maintains an accurate listing of all country managers, site managers, and site leads with contact information and provide it to the COR as changes occur. 

3. Designates an individual authorized to act in the PM’s absence. 

4. The PM is responsible for full performance of services during any absence of employees. 

5. Establishes policies and procedures for performance and control of contract related management functions and the management and supervision of technical support. 

6. Directs/monitors the development and deployment of project standard operating procedures. 

7. Ensures maintenance, supply, operation of Government Communications-Electronic systems and other services are provided as required in support of the project. 

8. Monitors the performance of the Support Operations, Enterprise Operations, TLSF and SWACC. 

9. Serves as secondary liaison between company and Government on this contract, interfacing with Government contracting authorities, using agencies, technical representatives and managers. 

10. Directs and monitors financial and technical contractual performance. 

11. Takes action to minimize/correct discrepant conditions. 

12. Oversees Management and submission of CDRL reports as required. 

13. Performs other duties and assignments as required. 
MINIMUM REQUIREMENTS
Education: Bachelor’s Degree or equivalent experience.
Experience: A minimum of one years’ experience with large OCONUS based, geographically dispersed contract directly supporting rapidly changing military operations providing a solid basis and general knowledge of the principles of organization, management and administration. Six years specialized experience in operating administrative or managerial activities in a type of work related to a Communications-Electronic environment. Experience in planning personnel requirements, changing mission requirements, and military correspondence. Knowledge and understanding of the Army's chain of command. Specialized areas of experience include: communications operations and maintenance, logistics, maintenance, working with subcontractors, development of Rough Order of Magnitude (ROM) and proposals, implementation of contract modifications, interactions with senior military levels, Contracting Officer (KO) and Contracting Officer Representatives (COR).
Certifications: ITIL V3 Foundations and PMP preferred.
Security Clearance:  Secret required, TS/SCI preferred

Leads and directs operations of OMDAC-SWACA program supporting 1100 employees in 7 distinct countries in South West Asia. Key direct reports include: Country Managers, Site Managers, Site Leads, Technical Site Leads, Finance and Security personnel with full accountability for all locations.

Travel will be required.
