SOS International LLC (SOSi) is seeking an Engineer to provide system engineering and technical assistance to support the acquisition, operations, maintenance, and development of Overhead Persistent Geospatial Intelligence (OPIR) space and ground systems across the tasking, collection, production, exploitation, and dissemination (TCPED) cycle.  OPIR systems include flight and ground processing segments; enterprise tasking and mission management systems; system command and control; and enterprise and system-level data dissemination, storage, and retrieval; including many capabilities realized via an evolving array of cloud-based and web-based applications and services.  While the preponderance of efforts address National Reconnaissance Office (NRO) and/or National Geospatial-Intelligence Agency (NGA) systems and processes, the scope of work also includes some aspects of the TCPED cycle for Air Force acquired and operated systems including the Defense Support System (DSP) and Space-Based Infrared System (SBIRS).

The candidate will support program office efforts to: 1) develop program office-level strategic plans; 2) identify and manage requirements; 3) identify and manage risks and opportunities; 4) acquire OPIR systems and capabilities; 5) integrate and test OPIR systems and capabilities in accordance with site integration standards and information assurance requirements; 6) sustain OPIR systems; 7) manage project resources; and 8) manage enterprise and system-level configurations.

The candidate will provide programmatic and technical assistance to other peer-level system engineers and may lead or serve on small teams for short periods focused on a particular project.  The candidate will work as part of a team under immediate direction of a Government project lead, branch chief, or division director.


Successful accomplishment of the tasks in this effort requires knowledge, skills, and/or abilities in the following areas:

  • Identify, correlate, analyze, format, and populate data for project-level views with insight into requirements, schedules, and budget
  • Review, assess, and prioritize capabilities that satisfy emerging user needs that may emerge from calls for proposal, technology assessments, proposal reviews, and evaluation of contractor deliverables
  • Assess technology readiness under consideration for program office projects
  • Build program office roadmaps that reflect requirements, budget, and schedules
  • Assess the appropriate allocation, accuracy, completeness, and impact of the requirements allocated down to program office projects
  • Maintain project requirements, traceability, and verification
  • Support Government leads with information on cost, schedule, and performance for specific program office projects
  • Participate as business owner on behalf of Government in agile development activities, e.g., product increment planning, iterative design sessions, and backlog grooming, evaluating solution increments, defining roadmaps, milestones, and releases, and assessing the technical and financial status of the project
  • Coordinate development activities across multiple Release Trains for program office projects
  • Evaluate developer’s technical reviews, design reviews, program management reviews, business reviews, and other program management meetings including but not limited to development and fulfillment of entry and exit criteria of projects’ key milestones
  • Build project schedules; analyze developer’s schedules for accuracy, completeness, feasibility to execute, and critical paths; and provide inputs to support Integrated Master Schedule (IMS) builds
  • Perform technical evaluations of developer proposals (including but not limited to Engineering Change Proposals (ECPs) with supportive evidence for cost, schedule, and performance of projects
  • Perform analysis and recommending proposed changes to program office projects to support the organizational change processes
  • Evaluate and assess the impacts of proposed change requests to the activities associated with program office projects
  • Conduct Technical Interchange Meetings as needed to address any contractual design impacts for program office projects
  • Coordinate project’s transition to operations by applying the Request for Change (RFC) and site integration processes and standards, including site surveys, developmental tests and evaluation, pre-ship reviews and audits, operational readiness activities, and operational acceptance procedures
  • Witness test events, provide test satisfaction recommendations, and prepare test reports for program office projects
  • Support project verification and testing by reviewing and commenting on integration, verification, and validation plans; transition plans; defect work-off plans; design and readiness review plans and products, test plans, procedures, use cases, and test scenarios
  • Review, analyze, and assess contractors’ specifications, interface control documents, and documents for content, completeness, traceability, verification, and validation
  • Manage acquisition activities including acquisition planning and source selection efforts, e.g., Request for Proposal development, proposal evaluations, and contract awards
  • Building acquisition readiness plans and completing readiness checklists for program office projects
  • Identify and assess risks, potential mitigation, and opportunities for program office projects
  • Support configuration management of project baselines and proposed requirements
  • Develop senior-level status information, reviews, and presentations of projects



  • Current (in scope) Top Secret clearance based on a Single Scope Background Investigation (SSBI) and Sensitive Compartmented Information (SCI) eligible
  • Four years’ working in a program office setting supporting efforts to acquire, operate, maintain, and enhance space and/or ground systems
  • One year past or current Intelligence Community (IC) experience with National Reconnaissance Office (NRO), National Geospatial-Intelligence Agency (NGA), Defense Intelligence Agency (DIA), US Air Force National Air and Space Intelligence Center (USAF/NASIC), and/or other agency-level intelligence organization 
  • Working knowledge of the OPIR intelligence domain,  including OPIR systems, capabilities/limitations, and operations across the TCPED cycle
  • Free of any Personal Conflicts of Interest (PCI), i.e., a situation in which the candidate, a close family member or household member, has a financial interest, personal activity, or relationship that could impair or be perceived to impair the candidate’s ability to act impartially and in the best interest of the Government


  • Experience participating  in agile development methodologies, especially Scaled Agile Framework  (SAFe®), to acquire capabilities 
  • Experience with NRO change control and site integration processes
  • Experience with requirements management systems, especially the Dynamic Object Oriented Requirements System (DOORS)



  • Bachelor of Science (BS) in an applicable technical field such as physics, mathematics, electrical engineering, computer science, aerospace engineering, systems engineering
  • In special cases, commensurate experience shall be accepted in lieu of educational requirements
