JOB DESCRIPTION

SOSi is seeking a Subcontracts Specialist to join our growing Procurement team in Reston, VA. The Subcontracts Specialist will work directly with the Director of Procurement in support of SOSi’s Small Business Program and Procurement Process Compliance.  

ESSENTIAL JOB DUTIES

• Developing metrics, dashboards, and performance scorecards for small business utilization and subcontracts award file compliance
• Monitoring and reporting contract performance toward meeting Small Business (SB) goals and agency ad hoc requests in eSRS, ICeSRS, etc.
• Providing assistance in developing corrective action plans to improve performance compliance of subcontract awards to small businesses, small   disadvantaged businesses, women-owned small businesses, HUBZone, veteran-owned, service-disabled veteran-owned and Historically Black Colleges and   Universities and minority institutions
• Developing and managing SOSi’s Small Business online registration process which includes performing due diligence activities involved in evaluation of potential suppliers, such as assessment of their capabilities, alignment with SOSi Business Groups, and risk profiles
• Assisting SCA’s in the development of contract specific small business plans as required by FAR 52.219-9
• Monitoring of SB related regulatory requirements
• Assisting in outreach to diverse small businesses by providing active involvement with small business development organizations, advocacy groups, business    associations, and government agencies and their small business specialists
• Auditing subcontract award files including all associated support documentation to ensure compliance with corporate policies, Federal Acquisition Regulation   (FAR) and Department of Defense Federal Acquisition Regulation Supplement (DFARS)
• Assisting in efforts to modernize and streamline policies, procedures, and performance standards
• Supporting SOSi’s commitment to increase small business participation

MINIMUM REQUIREMENTS

• Bachelor's degree in Business, Supply Chain, Finance/Accounting and/or equivalent work experience
• Minimum of two (2) years of subcontract administration experience in support of U.S. government Contracts
• Minimum of two (2) years of business experience working in a supplier diversity or small business office in the Federal contracting industry
• Ability to obtain a U.S. Government security clearance is preferred
• Knowledge of commercial purchasing practices as well as the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation   Supplement (DFARS), including requirements for obtaining and maintaining a Defense Contract Management Agency (DCMA) approved purchasing   system and experience in the actual preparation and execution to achieve a Contractor Procurement System review (CPSR)
• Experience in eSRS reporting, Individual Subcontract Reports (ISR), Summary Subcontract Reports(SSR) and preparing Small Business Subcontracting Plans
• Ability to develop professional relationships with leadership, client staff, peers, subcontractors, and customers
• Ability to develop reports and metrics that can be used to drive improvements within procurement and monitor audit trends
• Experience creating presentations with minimal supervision or guidance to present to both small and large internal and external audiences
• Ability to work in databases and apply search processes to finding information on small businesses
• Ability to continually interface with people on the phone, at trade shows, in meetings, and other places as well as internally
• Advanced knowledge of Microsoft Office Suite
• Possession of excellent organizational skills, including prioritizing a workload and multi-tasking while paying strict attention to detail
• Strong written and oral communication skills

DESIRED QUALIFICATIONS

• Experience with direct international purchases and deliveries of complex or technical supplies or services to high risk countries
• Ability to use Microsoft Access, Cognos, Deltek CostPoint, and SharePoint
• Fluency in a foreign language

WORK ENVIRONMENT

Requires periods of non-traditional hours including consecutive nights or weekends when necessary.
May require ability to lift/and or move objects or packages of up to 25 lbs.
