SOS International LLC (SOSi) is seeking a qualified professional and experienced Sr. Technical Proposal Writer focused on the development of accurate, compelling, and high-quality content for Business Development-related material and responses to Requests for Proposals (RFPs). The successful candidate will exhibit strong writing skills to ensure consistency and clarity to meet client needs. This position is an opportunity for those gifted with the ability to craft an interesting story while adhering to strict deadlines on multiple projects. The candidate will conduct interviews with technical and management SMEs, program leaders, and key personnel, and will create writing strategies, and work with graphic designers to further develop proposal content.


  • Responsible for writing/leading proposal sections as assigned and ensuring compliance with all RFP requirements
  • Responsible for training, mentoring, and aiding the team of proposal writers and editors as well as evaluating performance and providing feedback to the Proposal Operations Manager
  • Reviews client RFP and Statement of Work (SOW) to help determine how to structure the response to be compliant, compelling, and highly rated by the client
  • Writes clear, persuasive, and articulate proposal sections; translates complex ideas into easily understandable text
  • Works under the guidance of proposal manager to generate appropriate compliant text for assigned sections
  • Incorporates information from Subject Matter Experts (SMEs) to be included in the proposal
  • Researches and gathers complex information for use in proposal development activities
  • Leads and participates in storyboarding and content development as needed
  • Develops win themes and incorporates strategies developed in review teams for final proposal drafts
  • Interview program managers, task leads, subject matter experts (SMEs) and other technical personnel to collect technical and methodology information and incorporate that information into writing winning technical approach sections of proposals
  • Engages throughout the entire proposal lifecycle to create compelling proposal content
  • Incorporates feedback based on proposal draft reviews to ensure the final narrative is compliant, compelling, and high scoring
  • Identifies, resolves, mitigates, and escalates gaps and risks to proposal management and operations leadership
  • Participates in updating an effective proposal knowledge management database that is organized to minimize rework and increase accessibility
  • Assists in the conceptualization of proposal graphics
  • Implements methodologies that increase the quality of documents and helps non-professional writers improve the content they deliver
  • Serves as Volume Lead and/or Lead Writer for Technical and Management Sections of proposals ranging in value from $10M to $1B+
  • Leads a team of technical/management writers to harmonize proposal writing across the volume and to ensure one voice in presenting proposal content
  • Works closely with Subject Matter Experts and operations staff to collect data required for technical proposal development
  • Writes, edits, and revises technical materials and coordinate with technical personnel to ensure accuracy
  • Analyzes RFP requirements, and participates in color team reviews
  • Provides guidance, mentoring, and work leadership to less experienced Proposals Writers, and may have supervisory responsibilities
  • Participates in the continuing quality improvement initiatives
  • Bachelor’s degree required in English, Journalism, Communications, or a related field
  • 5+ years of experience working in Federal Government proposal development using the Shipley proposal process and developing storyboards, mock-ups, proposal outlines.
  • Understanding of Federal Government proposal development process and proven writing experience
  • Great writing skills with the ability to convey complex ideas in a clear and compelling way.
  • Scrupulously attentive to accuracy, detail, and nuance.
  • Strong researching skills with the ability to assist others to produce their best work.
  • Strong analytical thinking with the ability to identify the pivotal questions and gaps in a piece.
  • A skilled manager of time and details, with the ability to manage multiple short- and long-term projects simultaneously.
  • Great interpersonal skills and a genuine enjoyment of collaboration.
  • Must be flexible, highly motivated, and able to clearly and concisely write proposal sections to convey knowledge of the client’s mission and business objectives and how our solution meets or exceeds requirements
  • MS Office Proficiency, especially MS Word
  • Knowledge of standard RFP/contract structure and contract types and Federal Acquisition Regulations (FAR) Processes
  • An understanding of various technical disciplines and strong research skills


  • Master’s Degree in English or related field
  • Relevant professional affiliations and/or memberships such as Society for Technical Communication (STC) and/or Association of Proposal Management Professionals (APMP)
  • Ability to obtain a Secret Security clearance or higher

  • Around-the-clock availability and non-traditional working hours including nights, weekends and holidays, as needed.
  • Occasional physical exertion, including lifting and/or moving objects or packages weighing up to 25 lbs.
