JOB DESCRIPTION

SOSi is seeking a Construction Planner-Estimator for our current contract located on Camp Taji, Iraq. 

ESSENTIAL JOB DUTIES
  • Works in partnership with the Director to administer all aspects of Public Works, serving as a lead member of the management team
  • Assist in the development, analysis, and review of construction plans
  • Evaluate specifications to prepare time, cost, materials and labor estimates
  • Participates in hard bid/estimating and budgeting activities by soliciting subcontractor support and evaluating bids
  • Works with the Construction Management team and Construction Planning cell, if applicable, in development design drawings, estimates, and construction work schedules (CWS) for new construction, “greenfield” projects and renovation “brownfield” projects
  • Solicits and maintains communication with subcontractors and vendors
  • Contacts multiple subcontractors and vendors to obtain pricing for each bid item
  • Consult with clients, engineers, vendors and in-house staff for information during the bid process
  • Write, submit, and track Request for Information (RFI) and clarifications
  • Write scope sheets, instructions to bidders, distribute documents and instructions to bidders and bidder information
  • Prepare and maintain a directory of supplier’s contractors, and subcontractors
  • Participates in the internal estimate review process
  • Prepares subcontractors bid packages
  • Assess cost effectiveness of products, projects or services, tracking actual costs, relative to bids as the project develops
  • Assists in the pricing and bidding of all construction projects
  • Assists in assessing quality and specifications of equipment and materials received
  • Performs other duties as assigned
MINIMUM REQUIREMENTS
  • Bachelor’s degree in civil engineering or closely related field, or equivalent experience
  • Minimum of 4-6 years of construction estimating and scheduling experience, preferably in an overseas environment
  • A bachelor’s degree in a relevant field; two years of relevant experience may substitute for each year of college
  • Selected candidate must have strong working knowledge of AutoCAD 2008 design program
  • Selected candidate must have strong working knowledge in project estimating and scheduling
  • Accurate and detailed oriented with strong leadership skills, good and fair with people, a solid working knowledge of field operations and project management is required 
  • Must possess strong organizational, negotiation, interpersonal, and leadership skills, have the ability to work hands-on and independently, as well as part of the team
  • Proficiency in Microsoft Office Suite software including, MSWord, Excel, MS Outlook, PowerPoint (PPT)
  • Experience with and knowledge of the Federal Acquisition Regulation (FAR)  
  • Relevant overseas government contracting experience preferably with the Department of Defense (DoD) and Department of State (DoS) projects
  • Ideal candidate will have understanding of International Building Codes (IBC) 

DESIRED QUALIFICATIONS

  • Fluency in a foreign language

WORK ENVIRONMENT
  • Willingness to live and work under environmental and other conditions that may be uncomfortable at times
  • Personnel should be aware of moving on short notice and under adverse conditions
  • Requires periods of non-traditional hours including consecutive nights or weekends when necessary 
  • May require ability to lift/and or move objects or packages of up to 25 lbs.
