SOS International LLC (SOSi) is seeking a qualified writer to support the proposal response process. The Resume and Past Performance writer develops accurate, compelling, and high-quality content for proposals. The Resume and Past Performance Writer obtains past performance references and develops past performance narratives that meet Request for Proposal (RFP) requirements from U.S. Federal Government clients. In addition, the writer supports key personnel and staffing requirements in proposals by crafting compliant, compelling, and accurate resumes with salient details available for other proposal sections. Further, the Past Performance and Resume writer assists in developing processes to support collection and dissemination of past performance and resume qualifications.


  • Reviews RFPs and Statement of Work (SOWs) to help determine how to structure the past performance response to be compliant, compelling, and highly rated by the client
  • Based on Government requirements from the RFP, works with Capture Manager to identify possible past performance references that closely match the requirements
  • Solicits approval from operating companies to be used as references
  • Develops content for each past performance reference as required by the RFP and work with Program Managers (PMs) to validate that the content accurately reflects work being performed
  • If a past performance questionnaire is required, works with PMs to pre-populate any sections containing contract information (account name, dollar value, period of performance, services provided, etc.) and keep in contact with the PM to make sure their client completes and returns the questionnaire before the due date
  • Creates the comprehensive past performance section based on input from the Capture Manager and Proposal Manager
  • Incorporates feedback based on proposal draft reviews to ensure the final narrative is compliant, compelling, and high scoring
  • Tracks past performance questionnaires with the appropriate POCs
  • Plans past performance content using techniques such as templates and annotated outlines
  • Coordinates with Proposal Manager to establish correct and compliant resume templates and formats
  • Researches personnel via corporate database and interview candidates to complete required information and to update resumes for review
  • Edits and rewrites existing resumes
  • Writes resumes from scratch with personnel and candidate-provided data
  • Direct interaction with personnel and candidates as necessary by phone, email, and in-person
  • Develops and maintains process for identifying, evaluating, preparing, and finalizing resumes for each unique opportunity
  • Bachelor’s degree in English or related field
  • Excellent written and verbal English communication skills
  • An understanding of various industries and job functions including entry level, technical, professional, and executive roles
  • Proven writing experience with the ability to clearly and concisely demonstrate the education and experience of proposed candidates for assigned positions
  • Must be flexible, highly motivated, and reliable
  • MS Office Proficiency, especially MS Word
  • Excellent reading comprehension and interpersonal skills
  • Demonstrated ability to manage time and deliverables under tight deadlines


  • Master’s Degree in English or related field
  • Relevant professional affiliations and/or memberships such as Society for Technical Communication (STC) and/or Association of Proposal Management Professionals (APMP)
  • Understanding of Federal Government proposal development and/or related Shipley training
  • Knowledge of standard RFP/contract structure and contract types and Federal Acquisition Regulations (FAR) Processes

  • Around-the-clock availability and non-traditional working hours including nights, weekends and holidays, as needed.
  • Occasional physical exertion, including lifting and/or moving objects or packages weighing up to 25 lbs.
