JOB DESCRIPTION

SOS International LLC (SOSi) is seeking an experienced leader to join us as our Senior Program Manager overseeing all Department of State (DoS) programs under the Mission Solutions Group. The Senior Program Manager will oversee multiple programs providing a full range of services for Life Support Services, Logistics Services, and Facilities Operations and Maintenance (O&M). The ideal candidate will be a retired DoS Senior Executive. In additional to overall contract oversight, The Senior Program Manager supports all business development and proposal development efforts to grow SOSi’s State Department portfolio.

This is a fast-paced job that demands that flexibility and adaptability to changing circumstances. This role requires strong organizational and time management skills. Must be able to work independently with little supervision.

ESSENTIAL JOB DUTIES

  • Direct management and oversight of multiple programs including operational and financial (profit and loss) performance of the programs against assigned metrics.
  • Provide direct support and management for both new and organic growth initiatives to achieve directed business growth and expansion goals.
  • Participate in negotiations with key accounts as needed, and regularly interact with customer and potential clients.
  • Supervise and participate in monthly and quarterly program management reviews to senior customer officials, and senior SOSi management.
  • Track and support contract deliverables to ensure contract compliance.
  • Analyze operational and administrative data in order to manage and evaluate cost, schedule, and performance within estimated timeframes and budget.
  • Monitor expenditures associated with the programs, including staff-hour expenditures, expense reports, and operating funds to continually improve operational efficiency.
  • Conceptualize, organize, and implement technical/management approaches for inclusion in customer deliverables and competitive proposals.
  • Promote and ensure ethical business practices and a client oriented philosophy.
  • Provide leadership in working in a collaborative fashion with other divisions of the company to accomplish strategic objectives, profitable organic growth, and increased company value.
MINIMUM REQUIREMENTS
  • Ability to obtain and maintain a Top Secret security clearance
  • Bachelor’s degree in Management or related discipline from an accredited institution
  • Minimum of 15 years of overall progressive experience supporting similar State Department programs
  • Ability to execute a wide range of Operations tasks, to include financial reporting/analysis, contract management (Prime and Subcontracts) and Program Management Reviews (PMRs)
  • Ability to support and lead both new and organic business growth initiatives for Prime and Subcontract opportunities.

  • PMP certification
  • Proven ability to manage complex programs, supervision of technical staff, and business acumen
  • Proven ability to build and lead motivated and committed teams across functional boundaries, and utilize talent and expertise of team members in a productive way
  • Expected to establish and manage customer and business partner industry relationships while creating new capabilities and increasing market share in new markets or white space opportunities

  • Leadership position experience in national language agencies or associations

  • Demonstrated ability to take prudent business risks and make effective, timely and well-determined decisions

  • Strong managerial, interpersonal and communication skills; strong negotiating skills; ability to think strategically

  • Ability to work under pressure, prioritize work programs, and handle multiple tasks simultaneously

 WORK ENVIRONMENT

  • Fast-paced, deadline oriented office environment. Work during afterhours and over weekends will occasionally be required to fulfill job requirements.
  • Up to 30% CONUS and OCONUS travel may be required.
