JOB DESCRIPTION

SOSi is seeking an experienced Buyer to join our growing Procurement team in Reston, VA. The Senior Buyer is responsible for providing cradle to grave procurement support on a multitude of fast paced federal and commercial programs in accordance with SOSi policies and procedures.

ESSENTIAL JOB DUTIES

• Supporting  international direct purchases
• Executing procurement life cycle activities to include but not limited to sourcing, awards and closeouts in compliance with company and governmental     procurement policies and requirements, including, but not limited to FAR/DFARS, Procurement Integrity, the Foreign Corrupt Practices Act (FCPA), foreign   anti-bribery laws, and import/export regulations
• Negotiating terms and conditions, price, quality and delivery for purchase orders
• Fostering and maintaining relationships with suppliers
• Executing supplier qualification and selection process; evaluating bids and ensuring pre-award source selection requirements are met (vendor suitability, financial stability, etc.); determining adequacy of source selection documentation
• Collaborating with internal customers to ensure requirements are clearly defined and customer is kept apprised of status
• Mentoring junior procurement personnel
• Collaborating with subcontracts personnel on complex procurements for operations and maintenance projects
• Supporting SOSi’s commitment to increase small business participation
MINIMUM REQUIREMENTS

• 2 years' of experience in Purchasing 
• Thorough understanding of requirements for obtaining and maintaining a DCMA-approved purchasing system and experience with preparation for CPSR     review
• Knowledge of commercial purchasing practices as well as the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation   Supplement (DFARS), including requirements for obtaining and maintaining a Defense Contract Management Agency (DCMA) approved purchasing   system and experience in the actual preparation and execution to achieve a Contractor Procurement System review (CPSR)
• Experience with ERP systems
• Ability to obtain a U.S. government security clearance is desirable
• Strong organizational skills
• Excellent interpersonal skills, ability to work independently and on a team
• Demonstrable proficiency in MS Office suite
• Communicate effectively with colleagues, suppliers and customers
• Multi-task in fast-paced work environment
• Demonstrable proficiency in MS Office suite

DESIRED QUALIFICATIONS

• Proficient in Deltek Costpoint
• Experience with direct international purchases and deliveries of complex or technical supplies or services to high risk countries
• Knowledge of U.S. Customs Regulations such as Export Administrative Regulations (EAR), International Traffic in Arms Regulations (ITAR)
• Experience with Army/CECOM Procurement and License Tracking Web-Based System (PLTS); Computer Hardware Enterprise Software and Solutions   (CHESS) and General Services Administration (GSA) purchasing; and/or DoD or Army contracting, acquisition, and purchasing
• Fluency in a foreign language

• Requires periods of non-traditional hours including consecutive nights or weekends when necessary.
